Bandi was born on 11 July 1971 to B. Narsaiah and Sakuntala. He completed his secondary schooling at Saraswathi Shishumandir, in Karimnagar, in 1986. Bandi was also active in the Rashtriya Swayamsevak Sangh as a youth, joining the organization at the age of twelve. He later obtained his master's degree in Public Administration in 2014 from Madurai Kamaraj University, located in Tamil Nadu.
