Dr. Mangal Pandey was born on August 9, 1972, in Bhirgu Baliya village, Maharajgunj, Siwan district, Bihar, into the family of Awadhesh Pandey and Premlata Pandey. Raised with strong values of integrity, service, and community, he credits his upbringing in a hardworking farmer family for instilling a deep sense of social responsibility and empathy towards marginalized sections of society.

He completed his secondary education in Maharajgunj and higher secondary in science from Devi Dayal High School.
